The only issue I see is to do that you would kinda need to reset as many people are already living far out, and resetting already would be a bit much

I do think it'll be good to do something unique when we do reset again, adding a small new element can do a lot. Although things that have been done 1000's of times doesnt work (like UHC mode)

I am totally in favor of this idea. Personally, I haven't done enough on the server yet that I would mind losing my progress, but others might mind, we'll see.
The terrain around spawn in the current map is kind of a pain to traverse, and I think it makes getting around the server a bit too difficult, at least in the early game. If we do this we should make sure we use a seed with flat land in our starting location.
Also, I'm not sure diamonds are the best donation item. They are too useful for other things, and to be self-sustaining each expansion would have to uncover a block's worth of diamonds, which I suspect will be too much. I think the donation item should be technically renewable yet hard enough to get that people won't have too many of them. I'm thinking ghast tears, or creeper-dropped records.

When doing an idea like this, its a good idea to select a map with a good spawn including a variety of biomes, especially since mobs die outside the world border.

Yes, records can't be sorted in the normal way, but they are the only item that can be inserted into a jukebox. If we just have a jukebox with a comparator in front of it, then the comparator will output a redstone signal that can trigger a command block when a record is inside. All we need then is a way to destroy the records after they are used to prevent players from putting in the same record again. This turns out to be pretty easy because right clicking on a jukebox to remove the record always spawns the item above the block, so if we just put some lava up there the records will instantly burn up when they are removed. Command blocks trigger one time only when the redstone signal turns on and do not trigger again until the the signal is turned off and then on again, so it does not matter how long the record is left in the jukebox, you would need to take the record out and put in a new one for each expansion.

That sounds like a good idea. Why not make every record expand the border a different amount? It would add a bit of rng to the creeper drops which might make them more exciting to collect. The redstone for the command blocks would be very simple. We would just need to extend a redstone line over several command blocks which each add a small amount to the border. The records that output higher signal strengths would activate more command blocks than the records with low signal strengths, thus expanding the border more. The signal strengths of "13" and "cat" happen to be 1 and 2, respectively, giving them the smallest expansions.
